Bulletin No. 4 of Deputy Presidential Spokesperson Abigail Valte

The Arbitral Tribunal will be convening today to deliberate on the presentations made by the Philippines in its claims against China. In the past two days, the Philippines presented its arguments to prove that the tribunal has jurisdiction over the matter and that there is no bar to the exercise of its jurisdiction.

The Philippines will await word if it will be propounded additional questions by members of the tribunal and if a Second Round of Arguments on Hearing and Admissibility will be required. If so, then it will be held on July 13, 2015.

  1. Nail biting time for the Philippine team. But, reaching a decision does not require unanimity of the five member panel, only a majority according to Article 33 of the Permanent Court of Arbitration Rules:

    Article 33

    When there is more than one arbitrator, any award or other decision of the arbitral tribunal shall be made by a majority of the arbitrators.
